[Hooper] Hooper, Shaw/Georgia

Deeds of Franklin County, GA 1784-1826 has the following:(Pages  
277-279) "An account of money received by the Clerk of the Inferior  
Court for Tavern Licenses granted by himself"
Date 1817 Darby Henly, Benj Cleveland, John Arndall, Beach and  
Thomas, Asa Ayers, Alexander Shaw, John McMulin, William Hamilton,  
Obadiah Hooper. Can anyone tell me what this means?

Also,  found Shaw, Alexander, David, John and Mary, named as  
adjoining property owners and witnesses,  but nothing connecting them  
to Hooper.
