In the book Franklin County, GA Marriages Dec 1805- Dec 1850 by  
Martha W. Acker, pg 4 is the following:

Smith, James	25 Dec 1807- Frederick Beall, C.C.O.
and			Jan 1808 Ob Hooper, J.P.
Poe, Elizabeth   source: Volume 1, page 14

If this is Obadiah Hooper, Jr. still in Franklin County, GA who had  
officiated in his son, Richard's marriage Dec 23 1806, it certainly  
seems that he would have made sure it was recorded.  Franklin County,  
Dekalb County and State of Georgia claims there is no record.  
According to Hooper Genealogy, Obadiah Hooper did not move to Bedford  
County, TN until 1911. Has anyone been able to find Richard's marriage?
