HI, Scott,

I'm sure someone else will answer you, but just in case, here is an 
"unofficial" answer...

Go for it on 2m. Let her get on and have fun. Kid's Day is not  a regular 
contest--there is no log checking, high rates, high pressure, etc. This is 
just a fun event. The biggest benefit to getting on HF is that your 
daughter can speak with other girls (and a couple of boys) directly. That 
is a lot more difficult on VHF. Kid's Day generates a almost "critical 
mass" of kids that you don't find otherwise.

Now, get with it on that CW! Hope to C U this June/July/whenever the next 
one occurs...
