I think it would have nice if both bands were used for the following two
reasons:

You could demonstrate to the young people that 20 meters and 40 meters
have different characteristics during the day.  You could show that
generally you can get much closer stations on 40 meters during the day
while you can get further out stations and even worldwide stations on 20
meters during the day.

Secondly, it would have spread out the stations a little better if
everyone switched back and forth between the bands.  We had planed to
switch back and forth between the bands every half hour.  However, this
did not happen since no one appeared to be on 40 meters.  There is not
much spacing between the recommended 14.270 and 14.300 MHz.  With 2 KHz
spacing you can only get about 15 stations in there.  We had trouble
finding a place where we would not interfere with anyone else.  Early in
the contest we had established a spot on 14.270 to operate.  It was not
long though until a Pennsylvania was pounding are receiver since they
decided to operate on 14.2715 MHz.  We considered asking that they move
up a little to 14.272 but we realized it was all in fun and did not want
anyone to think we were being rude.  If everyone would have used both
bands this situation would have been minimized.
