I vote to go somewhere else, if possible. This sounds like some policy dreamed up by a newbie corporate exec straight out of college! It might make sense if there was big competition for the use of their meeting room - which costs the restaurant exactly the same as the rest of the facility to operate. Unfortunately, this one-size-fits-all policy affects small town operations like this one the most.
On the other hand - if another convenient meeting place can't be found - we may be forced to accept these terms. Depends on the average attendance/average meal tab for each meeting. I know that I spend $7-8 every time we meet there.

Subject: Meeting venue
Due to policy instituted by Round Table Pizza Parlors in November, we
find we are without a meeting place. This policy is not local, it was
imposed by manager's supervisor.
RT wants a one hundred dollar ($ 100) deposit on their 'banquet room'.
If our tabs exceeded this amount we would get our money back. If not, we
would be out the difference.
Due to the relatively small balance in our treasury, I feel we cannot
afford to continue using RT Pizza as our meeting place.
Options:
Should we put up a deposit of $100 and use RT Pizza? We would have a
sign-in sheet and keep tabs on amounts spent per person to assure we are
not out 'too much', if any.
Does anyone have ideas for an alternative meeting place that we can get
for sure on January 22 between the hours of about 11 AM and 3 PM?? Any
ideas for future meeting venues??
Is there another pizza or other restaraunt in Jackson area that has
similar 'amenities'?? Is there a 'community' room at Albertson's that we
could use? They have a deli counter where we could get lunch.
Any other ideas/suggestions??
Anyone have a large enough living room/family room/barn??
