Greetings,

I am running for re-election as the ARRL Pacific Division Vice Director.  I would very much appreciate mention in the Mother Lode DX/Contest Club newsletter or e-mail reflector.  My candidate statement appears below and I have attached a small photo. Candidate Statement:  Andy Oppel, N6AJO, for Pacific Division Vice Director

It has been an honor and a privilege to serve as your Vice-Director since 2003, which included being a member of several ARRL committees:  
 
1) The National Emergency Response Preparedness Committee (NERPC), which delivered a comprehensive study with specific recommendations to improve our readiness to respond to widespread emergencies.  
 
Within the NERPC, I chaired the database group and personally wrote detailed specifications for an ARES registration database, which was subsequently built by ARRL staff and is now ready for use.  
 
2) Since 2006 I have chaired the Technology Task Force, which has reviewed technical development work done by volunteer working groups and presented recommendations to the Board of Directors.  
 
3) In 2003-04 I served on the ARESCOMM Committee, which presented recommendations for ARES digital communications to the Board of Directors at the 2005 Annual Meeting.  
 
Although I work all modes and an occasional contest, as you can see I have a passion for emergency communications not only because it serves our communities well, but also because it is the best way to justify amateur radio to those who would like to take our spectrum away from us.
 
Prior service to the ARRL includes East Bay Section Manager 2000-2003 and Assistant Section Manager 1981-1999.  I have completed ARECC Level I and II and FEMA courses 100, 200, and 700.  I serve as Assistant Chief Radio Officer for Alameda County (California) RACES/ARES.
 
Professionally I am Principal Data Architect for Ceridian, have taught at U.C. Extension for 25 years, and am the author of two published books on database technology.  I frequently offer the ARRL advice on information technology issues.
 
Vice-Directors cannot vote or address the floor at board meetings, so our influence is through background discussions and active listening.  I know the process well and can make your ideas and opinions heard.

What is the Pacific Division?
The ARRL is divided in 15 divisions, with each having a Director and Vice Director.  The Pacific Division includes the East Bay, Nevada, Sacamento Valley, San Francisco, San Joaquin Valley, Santa Clara Valley, and Pacific Sections.  In terms of real estate, it includes the entire state of Nevada, Northern California (Monterey County and north along the coast, and Kern County and north inland), the entire state of Hawaii, and all the U.S. possessions in the Pacific (Guam, American Samoa, etc.).

What Do Directors and Vice Directors Do?
The 15 Directors collectively set policy for the ARRL, much as the Board of Directors of any corporation does.  Vice Directors provide support for their Director and serve when the Director cannot.  Note that Vice Directors cannot vote and normally cannot address the floor when the Director is present at board meetings.  However, there is a lot we can do to influence the Directors during the meeting (offering expertise in our field, conversations during recesses, and so forth).  The most effective Vice Directors have well-developed skills in presentation, active listening, negotiation, and a willingness to seek and accept compromises.

How Does the Election Work?
The ARRL will be mailing ballots and return envelopes to all full members within the Pacific Division (approximately 9,400 individuals) between September 24th and October 1st.  Ballots must be returned to ARRL Headquarters via U.S. Mail by November 16th (ballots received after the deadline cannot be counted).
