[Mldxcc] [NCCC] DXCC card checking at Visalia

Thanks for clarifying the submission rules--I was hoping someone would 
step up and flesh out the conversation. I sent my comments because I had 
been surprised by the total cost of a recent and substantial combined 
LOTW/cardboard submission, which included fees for both the card part 
(second submission of the year) and the LOTW part, postage both ways for 
the 160m cards, registered mail charges (I probably won't do that 
again), etc.

KBers who have 160m cards to submit are well-advised to do so at 
Visalia. And thanks for the heads-up about the CQ awards.
