The CQP rule only says that a club is defined by ARRL rules.
It does not say that all club categories set up by ARRL rules are recognized
in CQP. In CQP, there is only one club award (ok, two: in-state and
out-of-state)
The CQP rule just says that if ARRL thinks you're a club then you can
compete for the CQP club award. Nothing else is implied. The exceptions
being NCCC, SCCC, NCDXC, and SCDXC.
Please don't get carried away with contest legalize. It wasn't meant to be
that complicated.
That said, if you want to sponsor separate small, medium, and unlimited club
awards, that might be considered for the future. Right now there is only one
in-state club award.
