[Mldxcc] CQP operating plans

My plan is to find time this year to operate on the highest band that
is open, for a change ;)
>From the RTTY contest last weekend I can tell you that 15 was very
open across the US from maybe 0900PDT into the early afternoon, and
also into EU. Might be worth trying there too.
40 didn't really start happening until after 1800PDT. 80 lit up not
long after 40.
