[Mldxcc] New rules for CQWW

Check out the new rules for CQWW. Only five days to submit logs.
Also, serious restrictions on log sanitizing after the contest. 
I think a serious review of the new CQ contest rules would make a good meeting 
topic for November. It's too late for SSB, but CW is the tougher contest for 
me with lots of note pads, <ctrl n>  and printouts of expected operations. Randy 
has done a job on the Rules!
