[Mldxcc] Interference Problem to my radios

Help!  
I am hoping to tap into the great amount of brain power within the MLDXCC and NCCC to help me solve a BAD interference problem
Approximately 3 weeks ago a new neighbor moved in about 300’ away.  About this same time, a horrendous broad-band noise appeared.  The noise is on 24/7 and it’s S9 +20 centered around 1.865 and has sidebands around it.  However, the noise looks broad-band above 7 MHz, and is strong beyond 50 MHz.  BTW:  I have a photo of what the 1.865 MHz signal looked like on my spectrum scope, if that is helpful to anyone.  I sure hope someone can give me a clue to what I should be looking for when I approach the neighbor about this problem?
