[Mldxcc] SS Update

Don't count the Sweepstakes eggs until they've hatched!
I recall, from an earlier email, that some of the logs from Mad River were
not valid due to late submissions or some other factor.
Another issue: In a close SS competition it's good to check for conformity
to the geographic limits. Some stations may have submitted club logs not
knowing about the 150 mile radius for Medium Clubs.
An example: In the 2002 SS Unlimited Category PVRC was 2nd and NCCC came
in 3rd, behind SMC. Mike, N7MH was suspicious. He discovered that a PVRC
log from WP3Z had been counted. Turns out that several large PVRC logs were
"illegal." Later, it was revealed that the PVRC Board knew of the situation
but did not voluntarily admit the error. They were not given 3rd place,
but rather had to withdraw from the competition. It was perhaps
surprising they were not banned for several years because in fact they
cheated.
