You bring up a valid concern but for another reason.  Yes, I'll WFWL but 
if this operation in ANY way ticks off the council (requires a 14:20 or 
a 70% yes vote to allow any operations), it could easily end further 
attempts.  It's potentially s disaster if Monk Apollo is denied further 
activity.  Tread lightly, PLEASE!!!

Then it has to pass the vagaries of the DXCC committee whims...  It may 
count, it may not, too many variables to know for sure.

And while the call is SV2/YLxxx, there won't BE any YL's there... its a 
monastery after all.  ;o)
