Just to clarify, here's the response I got from the ARRL Contest Branch Manager a few months ago:
Hi Bob,

Just wanted to clarify a couple points and I should have caught this in your original email.

The number of logs is 50 total combined from both CW and PH SS. (ie 49 In CW and 5 in Phone puts you in Unlimited)

It's not that clubs "can" submit an eligibility list, but rather a requirement as part of the competition. 

And of course again, I want to stress that it is not OK to remove the log of member of the club who is elegible to submit their log in the ACC in order to manipulate which category the club will compete in.

As Shirl says, we can beat SCCC and this may be our one and only chance to do so.  2016 SS will be a NCCC focus contest, but not 2015.
50 logs total, combined CW and Phone means just that for the Medium Club category.  if 51 logs are received, we're in the Unlimited category.
HMO operation, as I have been doing over the past few years, means that I could account for four logs:
W1RH @ W1RH - CWW1RH @ W1RH - PhoneW1RH @ W6SR - CWW1RH @ W6SR - Phone
While the above is good strategy for the Unlimited category, it could bounce us out of the Medium Club category.
It's time to start counting potential logs.  Please indicate if you intend to operate in SS and what mode.  If you're up for a HMO (highly motivated operator) operation, indicate that too.
We absolutely cannot exceed the 50 log total, but we want to come darn close to the 50 log total if we're going to win a gavel.

Some of the hours on the air are rather low, including my own, about 16 hours in both modes.  (but good for Pacific Div lead for both CW and SSB).
