[Mldxcc] Rotor Stuck - Advice Needed

This morning - my CDE HAM IV rotor stuck at 30 degrees and won't move in either direction. I opened up the Owner's Manual and ran all of the voltage and resistance checks and everything checks out OK. Any ideas on what to do next would be appreciated. 

To make matters worse - I can't lower the tower when it is at 30 degrees because the 40 meter rotable will get hung up in my neighbor's big Oak tree. 

Ideas?
