[Mldxcc] MLDXCC eligibility

[Dick Wilson]

IMO, a club station should be operated by a member or if
a multi-op, a majority of members.
Will add K6LRG.
Are there others we should add? W1RH is trustee of AG6AU,
for instance. Unless operation is planned with a club call, I will
research & revise later.
