[na-user] Country file update for CT/NA/TR

There will be a country file update for CT/NA/TR some time this
evening, after about 04Z on the 17th.  I will send an announcement to
CQ-Contest and all the logging reflectors.

There will be no master callsign database update, the one from last
October is the most current file.
