[NA-User] COUNTRY.DAT is too big

The current COUNTRY.DAT (1603) is too big for NA.

When I release the update for CQ WPX SSB, I will also reduce the size of the
file to make it fix.

Note that Cabrillo does not include multiplier information, so you can still
send in your log using an older country file.
