As related below by Paul, W8TM, Ohio ARRL Section Manager Joe Phillips,  
K8QOE, is looking for help in getting a state PRB-1 bill passed. 
 
If anyone out there is able to help out in the very important area, please  
get in touch with Joe ASAP.

It seems that Joe didn't realize that the MRRC meeting had been  set for 11 
a.m., nor did he know that you were present.  He did seem to  know about your

word about the meeting time, despite its repeated announcement  on the PA.

Joe is trying to find an Ohio contester to spearhead the  PRB-1 effort among

http://www.arrlohio.org ), so this is a specific effort for a  real goal.  

He thinks that contesters in particular would be  interested in PRB-1, as 
they tend to have good antenna farms; I observed that  DXers would also fill that 
bill.  Joe agreed, and indicated that he is  also trying to find a member of 
the Ohio DX community to organize the PRB-1  effort among DXers.

I'd think that a request for a volunteer might be a  reasonable thing to put 
on the club reflector, in lieu of the presentation  that Joe probably wanted 
to make at the Findlay meeting.  Joe says that  he would just need to know the 
name of the contester volunteer, and that he  has a bunch of stuff ready to 
get the volunteer started with.

Or so I  understood him to say.

I thought that I'd better let you make a  decision as to how to approach 
this.  Obviously the volunteer would have  to be an Ohioan, and probably should 
have experience with matters that PRB-1  would affect--i.e., probably should 
have a decent antenna farm and be  experienced with the process required to 
obtain permission to erect  it.
