[Nodxa] IRC to be Discontinued in the U.S.

The United States Postal Service (USPS) has proposed to discontinue the 
sale of International Reply Coupons (IRCs) due to the "low quantity 
demand by customers" but continue to redeem "purchased in foreign 
countries".
