I have given some serious thought to the matter... And have drafted a
set of codes that future DXpeditions can subscribe to.
To promulgate this message via the right channel, I have posted it to
the compiler of the DXers Code Of Conduct to include on their web site...
For you early knowledge, it is presented here for your review and comment:
*_"CODE of DXpedition ACCOUNTABILITY_*"
1. Maintain universally accepted account records of all income and
expenditure
2. Assign a single person to be responsible for managing funds income
and expenditures
3. Clearly state what the funding covers
4. Clearly state how any excess funds will be managed
5. If excess funds are to be distributed to participants of the
dxpedition, then it should be done on a fair basis and in timely payments
6. If requested by a major sponsor, the account records should be made
available for audit by a 3rd party and the resultant report be made
available directly to that sponsor.
7. A basic account report should be made available to anyone who
provided funding and/or sponsorship
8. The accounting records should be retained for at least one year from
completion of the operation, preferably in electronic format
9. The funds must only be used for the direct expenses of the DXpedition
and spelled out prior to requesting funds
10. The excess funds must not be used for future dxpeditions unless
clearly stated in the original documentation to donors, sponsors, and
made public on their website.
