Don,

This plan will not work for one simple reason:  It won't cost
anything to implement.  The government does not get along well
with free stuff and volunteer labor.  Now if you would make this proposal
along with a hefty price tag, it would have a chance, provided
you were on the appropriate list.  I will make the assumption that
you are not on the appropriate list.  But there is a simple solution
to the problem:

The next time you renew your license plates, send along a copy of your
unrevoked and unexpired FCC amateur radio license.  Remember, it is
much easier to change what you do and almost impossible to change
what others are in charge of.  It's just the way it is.
