[Nodxa] Update note for NODXA's January 9 meeting RE: QSLing

The $7.00 merely covers the upfront fee, the upfront charge for the package. So club members are able to in effect split up that fee. 

However, there is still the $1.15/ounce fee for the cards, which is where the big bucks come in.
