[Nodxa] Amateur License Plates

This disagrees with the OHIO BMV website which says that non-CDL tag
renewal is suspended until the end of the emergency OR December 1, 2020
whichever comes first. (My wife's application is stuck there now along
with a check.)
Also the REAL ID deadline has been bumped to October 1, 2021.
