[Orion] Orion Hardware NB bug from N6BV

I have noticed that the DSP noise reduction will sometimes stay on even 
if the menu says it is off.  I think it does this if I leave it on when 
I power down and then power back up - but I am not sure.  Just the 
things you need to get used to with this radio.
