[RFI] BPL NOI reply deadline?

Hi,

I understand the deadline for replies to the FCC's BPL NOI is 45 days after 
it gets published in the Federal Register.  Does anyone know if it has been 
published and what the deadline is?  I'm working on a reply and am currently 
reading the NOI & would like to know how much time I have.
