[RFI] BPL on NPR

No conclusion, really.  Mentioned that FCC was 
encouraging BPL among other broadband options, because
had potential for service to rural areas.

Comments included RFI to other services from things like
baby monitors and incidental radiating devices.  

Specific BPL comments did NOT reference other services,
but IMHO, should have.  

Sumner did a good job of feeding them soundbites.

RFI and BPL.  Dave Sumner, from the league, was interviewed,
as was an engineer from the FCC.
