[RFI] TEN Pt 15 FM transmitters = coverage

Here's an interesting Part 15 interference case.  A "community broadcaster"
set up _ten_ Part 15 transmitters in the FM broadcast band, covering the
whole city of Sausalito, California.  He's now off the air after complaints
that he interfered with a nearby commercial FM station.
