[RFI] PG&E vs. SMUD on RFI

I've dealt with both on several occasions and have found both to be great in
dealing with RFI issues. However, we're dealing with people and in utility
there are personnel changes. We all have our good times and bad. If I had
your choice I'd stick with the local utility that owns the equipment.
