When thinking about solving these issues, it helps to realize that 
it's CURRENT flowing through an ANTENNA (the fence wire or un-
shielded wiring within the electronics) that causes us grief. No 
problem with having voltage there -- until it arcs and current flows 
that has components in our part of the RF spectrum.
