[RFI] 33cm band - Grace accountability

Hello Mark,
What exactly are you concerned about? Someone using an unlicensed band
for human life-safety equipment or that they're using a piece of
spectrum that was set aside for unlicensed radio usage?
There are several rf bands that do not require licensing, they are my
home portable phone(900Mhz), and my networking ISM(2.4Ghz) and UNII-
based(5.2Ghz) network links.
