[RFI] 33cm band - Grace accountability

Your concerns are appreciated. I'm an active RF-based PASS alarm user.  
Also, I've driven over many hill and dale chasing down noisy electric  
fences for cattle
and invisible fences used by people to keep their dogs corralled in  
their yards.
