[RFI] Sylvaniai LED bulb interference

FWIW, I contacted the ARRL RFI team about my Sylvania LED and they were
already looking at them. When I checked Common Mode current from mine, in
my shack's desk lamp, the worst I saw at HF was about 39 uA around 12 MHz.
It's audible on a dipole 80 feet away from the shack but does not raise the
noise level above what already exists near the house.   The FMBC noise may
be directly radiated from the bulb.
