[RFI] Solar Inverter.

I would make sure you contact the manufacturer... the specs for that say it passed fcc class a and b... which if it did pass means likely one of these:
1. defective equipment (maybe they left out a filter somewhere?)
2. defective installation (installer didn't follow instructions or installed it outside the specified conditions or substituted improper materials)

Of course there is the possibility that their test conditions didn't properly simulate a real world installation.  

I have heard that one of the problems with the large inverters is radiation from the dc cables... you might want to see if they recommend running them in metallic conduit, or twisting them, or both.

And Dale, the installer is working on trying to remedy this...
but has not been able to cure the RFI yet.
The ham/owner is the one who found the EMI Filters,
and was going to have me install them just to get this fixed.
I'm still not finding a lot of feedback on these 2 filters,
