[RFI] fence chargers

[K1TTT]

A neighbor just brought out an old fence charger and put it on a small fence
around his beehive. makes a heck of a racket!  I haven't checked in a while
but aren't there new chargers that are quieter?  Or is there a good way to
quiet down an old one?
