[RFI] fence chargers

And the usual things ... are all the connections in the fence circuit 
tight?  Are there any leakage paths to ground such as uninsulated fence 
post mountings, or even tall grass close to the hot wire?  But charger 
grounding has been a leading cause of problems around here.
