FYI, I found this link to the FCC web site regarding the protocol that they 
 have for resolving any RFI problems associated with your local cable  
company;

Of special significance to me was the following from their web page:
 
You  should contact the FCC if you have complaints or questions about the 
following  issues: 
    *   Signal leakage from cable systems, which can result in  
interference to other users of the spectrum, including aeronautical  services.  Contact 
1-888-225-5322 or send your inquiry to FCC,  Consumer & Governmental 
Affairs Bureau, 445 12th Street, S.W., Washington,  D.C. 20554.
