In the UK, advancement in the Civil Service (of which the regulatory 
bodies are a part, of course) is by seniority (and, supposedly, also by 
competence). In the US, there is a revolving door between the regulatory 
bodies and the industries they are supposed to be regulating: is "Fred" 
going to want to be too hard on his old buddies at Make-a-Buck, Inc. -- 
especially if he thinks he might want to go back and work for them again 
sometime?
