There are testers, and there are testers. The cheap ones (less than 
several hundred dollars) are likely to test for nothing more than 
end-to-end continuity. It takes a much more sophisticated tester to 
measure crosstalk. which is what it takes to verify that the pairs are 
actually connected as pairs. :)
