 John, Very good ideas. 
  
 About the water method being better than the impact driver wonder if anyone has had a second try at this. It came to mind that if the water method stalled out,  it may have found a very large rock. If so, the impact hammer was  going into, or through solid rock.  Bottom line, the combination sure did the job for you

 I dig a small hole, filled it with water, the XYL stood by with the hose, I jabbed the rod into the mud at the bottom of the hole and then started to move the rod up and down till the water was gone, the XYL kept the water coming and I kept the ground rod moving up and down till it was too short to get a grip on, that is when the impact driver came into use. The time it took the impact driver to drive the eight foot rod about ten inches was close to the amount of time to stab the rod into the watery hole.
