[RFI] cops zero in on noisy grow light ballasts

There is one major problem people and hams forget. Pot growing is legal 
in some states, but it is illegal by federal law in all states and 
currently the feds are known for not honoring state laws where pot is grown.
There have been a number of stories on on state news outlets.
