[RFI] Ferrite "Loss Factor @Frequency"

Hi Kim,

Several times, I've referred questions like this to my RFI tutorial.  I 
spent years learning it, and months writing it up. I'm not going to 
repeat it here. Instead, I'll repeat the referral.
