[RFI] Leased Solar Panels: Operator Responsibility?

The tarp solution should work. My neighbors SolarEge system goes quiet 
at night when the panels are inactive. The attached screenshots show the 
difference between the daytime RFI noise level and the nighttime noise 
level.
