[RFI] Solar Panel RFI Update

It’s easy to say “unchain the lawyers” but ruinously expensive to do so. Unfortunately, the FCC no longer has enforcement resources with which to enforce their regulations (and are likely uninterested in this particular issue) so we’re left with this.
