Hi,
I have evidently had better luck than you with getting the FCC to act... 
  They will send letters, and have in three cases over the years here...

The last time was a few years ago.  One has to document carefully, 
attempt to solve the problem at a lower level first, and in all cases be 
nice...  They do act, but you have to do your homework.  That is where 
the site survey tool I run came from...  It helps in documenting things...
