Are you suggesting that what the FCC has placed on its web site about what agency is reports to is incorrect? It was very specific that it is independent.

What We Do | Federal Communications Commission<https://www.fcc.gov/about-fcc/what-we-do>
The Federal Communications Commission regulates interstate and international communications by radio, television, wire, satellite and cable in all 50 states, the District of Columbia and U.S. territories. An independent U.S. government agency overseen by Congress, the commission is the United States' primary authority for communications law, regulation and technological innovation.

You or they can CALL it independent all they want. But the President
appoints ALL the members subject to the advice and consent of the Senate.
Congress has oversight on the FCC.... just like it has oversight on the
REST of the Executive Branch.

There are ONLY THREE branches of government. ALL governmental
organizations under the Federal Government belong to ONE of those THREE
branches.

The FCC is an Executive Function.
