It would seem the article at space . com is a little misleading.
First off, the white paper describing the observations involves the use of "an array of 256 low frequency bowtie antennas," (not dishes as indicated in the article) at two relatively 'low' frequencies of 137 MHz and 159.4 MHz.
The first frequency is an intentional 'radiator' used for Starlink position control and the second is observed, much weaker 'noise' coming from some Starlink sats. Later versions of Starlink sats show lower levels of this noise.
Starlink seems to be working with these people too, to assure peaceful co-existence in the radio spectrum.

It seems the Starlink birds are causing RFI... I wonder if they fall
under Part 15.103(a)? :)
