I recall, about that time, trying to get my local utility to find a line
noise problem. After the got a call from the FCC (!), when we went out
on our evening noise tracking trip, we found power poles with new
sledgehammer dents in them, no doubt produced by the utility. I
eventually tracked it down to a lightning arrestor, using a little
homebrew receiver. When the lineman finally showed up, I was standing
nearby listening to that receiver. As soon as he pulled the lead off
that arrestor, the noise stopped, and he said he could see a carbon
track on it. Ever since then, I've always tried to be present when the
repair was attempted, and it has usually worked.

Alas, my utility remains equally clueless about tracking and fixing
noise sources, though I haven't seen evidence of sledgehammers since then.
