Well, yes, but in my case the fact that the original "ground" was connected to the panel by a 
#8 wire which was 1/4 wavelength long at 40 meters, i.e. 33 feet, may have had much 
more to do with the proiblem than to where it was connected, i.e., the plastic pipe.
