[RSM] VY1AAA - Contest Station Update

The 4el Quad at the VY1JA/VY1AAA remote station is now in place at 70ft on
a tilt-over tower. Jay has been working on this project through the summer
and fall.  The objective is to have the station ready for Sweepstakes 2016
and provide a much needed multiplier and *clean- sweep, *especially in the
CW section - the first full weekend in November (*November 5-7, 2016*).
